The Story

It was introduced on January 3, 2013 and referred to the House Education committee. The committee held a public hearing on January 17, 2013. The committee met in executive session on January 22, 2013 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. On January 30, 2013 the House voted to pass it on a voice vote. It crossed to the Senate on February 14, 2013 and was referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on March 12, 2013. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2013-0858s), and the report was placed on the consent calendar. The committee's amendment (0858s) was adopted on a voice vote on March 21, 2013, changing the text of the bill. On March 21, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2013 the House adopted “House Concurs with Senate AM #0858s (Rep Gile)” on a voice vote. The bill was enrolled on May 30, 2013 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 29, 2013, as Chapter 165. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
