The Story

The committee met in executive session on February 19, 2013 to vote on its recommendation. The committee voted 17–1 to recommend that the House pass it with changes (amendment 0462h), and the report was placed on the consent calendar. The committee's amendment (0462h) was adopted on a voice vote on March 6, 2013, changing the text of the bill. On March 6, 2013 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 7, 2013 and was referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on March 26, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1343s). The committee's amendment (1343s) was rejected on a voice vote on May 2, 2013. A floor amendment (2013-1488s), offered by Sen. Kelly, was rejected on a division vote 12–12 on May 2, 2013. A floor amendment (2013-1518s), offered by Sen. Stiles, was adopted on a roll call 13–11 on May 2, 2013, changing the text of the bill. On May 2, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2013 the House adopted “House Non-Concurs with Senate AM #1518s and Requests C of C (Rep Gile)” on a voice vote. On May 30, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Stiles. A committee of conference met on June 11, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2032c) on a voice vote. The House adopted the conference report (2032c) on a voice vote. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 24, 2013, making it Chapter 243 of the session laws.
