The committee voted unanimously, 9–0, to recommend that the House pass it with changes (amendment 0117h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on February 6, 2013. The committee's amendment (0117h) was adopted on a voice vote on February 6, 2013, changing the text of the bill. On February 6, 2013 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 28, 2013 and was referred to the Senate Rules, Enrolled Bills and Internal Affairs committee. The committee held a public hearing on April 25, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1424s). On May 23, 2013 the Senate adopted “Without Objection, HB 140 is Special Ordered to the Next Session Day, 2/3 Necessary”. The committee recommended that the Senate pass it with changes (amendment 2013-1424s). The committee's amendment (1424s) was rejected on a voice vote on May 30, 2013. A floor amendment (2013-1958s), offered by Sen. Kelly, was adopted on a voice vote on May 30, 2013, changing the text of the bill. On May 30, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 5, 2013 the House adopted “House Concurs with Senate AM #1958s (Rep G.Richardson)” on a voice vote. The bill was enrolled on June 14, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 2, 2013, making it Chapter 171 of the session laws.
