The Story

It was introduced on January 3, 2013 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 15, 2013. The committee met in executive session on January 29, 2013 to vote on its recommendation. The committee held work sessions on February 14, 2013 and February 26, 2013. The committee met in executive session on March 5, 2013 to vote on its recommendation. The committee recommended that the House make no recommendation. On March 21, 2013 the House rejected a motion to lay it on the table on a division vote 93–183. On March 21, 2013 the House voted to pass it on a division vote 181–97. It crossed to the Senate on March 21, 2013 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 3, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1618s). On May 23, 2013 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1618s, NT, 2/3 necessary”. The committee's amendment (1618s) was adopted on a voice vote on May 23, 2013, changing the text of the bill. On May 23, 2013 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate send it back to committee. On June 6, 2013 the Senate rejected a motion to send it back to committee on a voice vote. On June 6, 2013 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 12, 2013 the House adopted “House Non-Concurs with Senate AM #1618s and Requests C of C (Rep Shurtleff)” on a voice vote. On June 12, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on June 14, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2070c) on a voice vote. The House adopted the conference report (2070c) on a roll call 192–156. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 9, 2013, making it Chapter 196 of the session laws.
