The committee held work sessions on March 19, 2013 and March 25, 2013. The committee met in executive session on March 26, 2013 and March 27, 2013. The majority recommended that the House pass it with changes (amendment 1166h), and the minority recommended that the House kill it, by a vote of 14–8. The report was placed on the regular calendar. The committee's amendment (1166h) was adopted on a voice vote on April 3, 2013, changing the text of the bill. On April 3, 2013 the House rejected a motion to lay it on the table on a roll call 132–225. On April 3, 2013 the House voted to pass it with changes on a roll call 194–172. It crossed to the Senate and was referred to the Senate Finance committee. The committee held a public hearing on May 9, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1953s). On June 6, 2013 the Senate adopted “Without Objection, HB 1 is Special Ordered to the beginning of the Regular Calendar, 2/3 Necessary”. The committee's amendment (1953s) was adopted on a roll call 13–11 on June 6, 2013, changing the text of the bill. On June 6, 2013 the Senate took up 5 floor amendments and rejected all of them: 2013-2014s (Sen. Larsen, 11–13), 2013-1977s (Sen. D'Allesandro, 11–13), 2013-1985s (Sen. D'Allesandro, 9–15), 2013-1986s (Sen. D'Allesandro, 10–14) and 2013-1982s (Sen. D'Allesandro, 4–20). On June 6, 2013 the Senate voted to pass it with changes on a roll call 13–11 and ordered it to a third reading. On June 11, 2013 the House adopted “House Non-Concurs with Senate AM #1953s and Requests C of C (Rep Shurtleff)” on a voice vote. On June 12, 2013 the Senate adopted “accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Morse. A committee of conference met on June 14, 2013, June 17, 2013, June 18, 2013, June 19, 2013 and June 20, 2013 to try to settle the differences between the two chambers' versions of the bill. On June 26, 2013 the Senate adopted “Sen. Bradley and Sen. Larsen Moved that the Senate Rules be Suspended in order to allow HB 1-A to be acted on as the Committee of Conference Report was signed after the Senate Deadline, 2/3 necessary” on a voice vote. The Senate adopted the conference report (2175c) on a roll call 24–0. The House adopted the conference report (2175c) on a roll call 337–18. An enrolled bill amendment (2184e) was adopted on June 26, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2184e) was adopted to correct technical errors found after passage. The governor signed it on June 28, 2013, making it Chapter 143 of the session laws.
