The Story
It was introduced on February 3, 2011 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on February 22, 2011. The committee recommended that the Senate send it back to committee. On March 16, 2011 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes (amendment 2011-2612s). The committee's amendment (2612s) was rejected on a voice vote on January 18, 2012. A floor amendment (2012-0219s), offered by Sen. Merrill, was adopted on a voice vote on January 18, 2012, changing the text of the bill. On January 18, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on February 8, 2012 and was referred to the House Municipal and County Government committee. The committee held a public hearing on March 27, 2012. The committee held a work session on April 3, 2012. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 1513h), and the report was placed on the consent calendar. The committee held a work session on May 7, 2012. The committee voted 13–1 to recommend that the House pass it with changes (amendment 2049h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 15, 2012. The committee's amendment (2049h) was adopted on a division vote 241–25 on May 17, 2012, changing the text of the bill.
