The Story

It was introduced on January 19, 2011 and referred to the Senate Commerce committee. The committee held a public hearing on February 1, 2011. The committee recommended that the Senate pass it. On February 16, 2011 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Sanborn. On February 23, 2011 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Sanborn. A floor amendment (2011-0472s), offered by Sen. Sanborn, was adopted on a voice vote on February 23, 2011, changing the text of the bill. On February 23, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 16, 2011 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 12, 2011. The committee held work sessions on May 3, 2011 and May 10, 2011. The committee met in executive session on May 24, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 21, 2011, October 4, 2011 and October 18, 2011. The committee met in executive session on October 18, 2011 to vote on its recommendation. The committee held a work session on October 27, 2011. The committee met in executive session on October 27, 2011 to vote on its recommendation. The committee voted unanimously, 13–0, to recommend that the House pass it with changes (amendment 2810h), and the report was placed on the consent calendar. The committee's amendment (2810h) was adopted on a voice vote on January 4, 2012, changing the text of the bill. On January 4, 2012 the House voted to pass it with changes on a voice vote. On May 2, 2012 the Senate adopted “Sen. Prescott Concurs with House Amendment #2810h” on a voice vote. The bill was enrolled on May 15, 2012 — the final check of the text before it goes to the governor. The governor signed it on May 23, 2012, making it Chapter 79 of the session laws. It took effect on July 22, 2012.
