The Story

It was introduced on January 4, 2012 and referred to the Senate Finance committee. The committee held a public hearing on January 5, 2012. The committee voted unanimously, 7–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On January 18, 2012 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 8, 2012 and was referred to the House Finance committee. The committee held a public hearing on February 21, 2012. The committee held work sessions on February 23, 2012, April 3, 2012 and May 8, 2012. The committee met in executive session on May 10, 2012 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2194h), and the minority recommended that the House kill it, by a vote of 14–7. The report was placed on the regular calendar. The committee's amendment (2194h) was adopted on a division vote 220–101 on May 16, 2012, changing the text of the bill. On May 16, 2012 the House voted to pass it with changes on a voice vote.
