The Story
It was introduced on January 4, 2012 and referred to the Senate Education committee. The committee held public hearings on January 24, 2012 and February 14, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-1128s). The committee's amendment (1128s) was adopted on a voice vote on March 21, 2012, changing the text of the bill. On March 21, 2012 the Senate rejected a motion to lay it on the table on a roll call 6–18, on a motion by Sen. Merrill. On March 21, 2012 the Senate voted to pass it with changes on a roll call 15–9, then referred it on to the Senate Finance committee. The committee recommended that the Senate study it after the session ends. On March 28, 2012 the Senate adopted “Special Order to the afternoon session, Without Objection”. The committee recommended that the Senate study it after the session ends. On March 28, 2012 the Senate failed “Refer to Interim Study” on a voice vote. A floor amendment (2012-1486s), offered by Sen. Forsythe, was adopted on a voice vote on March 28, 2012, changing the text of the bill. On March 28, 2012 the Senate voted to pass it with changes on a roll call 17–7 and ordered it to a third reading. It crossed to the House on March 29, 2012 and was referred to the House Ways and Means committee. The committee held a public hearing on April 24, 2012. The committee held a work session on May 2, 2012. The committee met in executive session on May 8, 2012 to vote on its recommendation. The committee held a work session on May 9, 2012. The committee met in executive session on May 9, 2012 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2190h), and the minority recommended that the House kill it, by a vote of 14–6. The report was placed on the regular calendar. The committee's amendment (2190h) was adopted on a roll call 235–99 on May 16, 2012, changing the text of the bill. On May 16, 2012 the House voted to pass it with changes on a roll call 236–97. On May 23, 2012 the Senate adopted “Sen. Forsythe Concurs with House Amendment #2190h” on a roll call 15–5. An enrolled bill amendment (2487e) was adopted on June 6, 2012. These correct technical errors found after passage. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2012-2487e) was adopted to correct technical errors found after passage. The governor vetoed it on June 18, 2012. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2012 the Senate voted 16–7 to override the governor's veto on a roll call, meeting the two thirds threshold. On June 27, 2012 the House voted 236–108 to override the governor's veto on a roll call, meeting the two thirds threshold.
