The Story

It was introduced on January 4, 2012 and referred to the Senate Commerce committee. The committee held a public hearing on January 24, 2012. The committee recommended that the Senate kill it. On February 15, 2012 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Sanborn. On March 28, 2012 the Senate adopted “Remove SB 350 From Table” on a voice vote, on a motion by Sen. Prescott. On March 28, 2012 the Senate rejected a motion to kill it on a voice vote. A floor amendment (2012-1340s), offered by Sen. Prescott, was adopted on a voice vote on March 28, 2012, changing the text of the bill. On March 28, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 29, 2012 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 24, 2012. The committee held work sessions on April 24, 2012 and May 1, 2012. The committee voted unanimously, 14–0, to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 15, 2012. On May 17, 2012 the House voted to pass it on a voice vote. On June 6, 2012 the House adopted “Rules Suspension to Allow Bill to be Reconsidered Past the Deadline for Action and, if Adopted, Immediate Third Reading (Rep Hunt)” on a voice vote. On June 6, 2012 the House adopted “Reconsideration of Ought to Pass (Rep Hunt)” on a voice vote. A floor amendment (2012-2484h) was adopted on a voice vote on June 6, 2012, changing the text of the bill. On June 6, 2012 the House voted to pass it with changes on a voice vote. On June 6, 2012 the House adopted “Third Reading (Rep Hunt)” on a voice vote. On June 27, 2012 the Senate adopted “Sen. Carson Concurs with House Amendment #2484h” on a roll call 23–0. An enrolled bill amendment (2513e) was adopted on June 27, 2012. These correct technical errors found after passage. The bill was enrolled on June 27, 2012 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2012-2513e) was adopted to correct technical errors found after passage. The governor signed it on July 17, 2012, making it Chapter 290 of the session laws. It took effect on September 15, 2012.
