The Story
It was introduced on January 4, 2012 and referred to the Senate Finance committee. The committee held a public hearing on January 19, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-1406s). The committee's amendment (1406s) was adopted on a voice vote on March 28, 2012, changing the text of the bill. On March 28, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 29, 2012 and was referred to the House Ways and Means committee. The committee held a public hearing on April 24, 2012. The committee held a public hearing on April 24, 2012 on a proposed non-germane amendment (2012-1720h). The committee held a work session on April 26, 2012. The committee met in executive session on May 8, 2012 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2205h), and the report was placed on the consent calendar. The committee's amendment (2205h) was adopted on a voice vote on May 15, 2012, changing the text of the bill. On May 15, 2012 the House voted to pass it with changes on a voice vote. On May 23, 2012 the Senate adopted “Non-concur with House Amendment #2205h; Requests C of C” on a voice vote, on a motion by Sen. Morse. A committee of conference met on May 25, 2012 and May 29, 2012 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2437c) on a voice vote. On June 6, 2012 the Senate adopted “that the Senate not adopt committee of conference report #2437c and discharge the members” on a voice vote, on a motion by Sen. Bradley. On June 6, 2012 the Senate adopted “that the Senate Rules be Suspended to allow after the Deadlines the formation of new committee of conference, sign-off on new committee of conference report, not later than 3:15 p.m. on 6/6/12, and reporting of new committee of conference on SB 326” on a voice vote, on a motion by Sen. Bradley. On June 6, 2012 the House adopted “Rules Suspension to Allow Formation of New C of C, Sign Off and Consideration After the Deadline (Rep Stepanek)” on a voice vote. The Senate adopted the conference report (2494c) on a voice vote. An enrolled bill amendment (2498e) was adopted on June 6, 2012. These correct technical errors found after passage. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2012-2498e) was adopted to correct technical errors found after passage. The governor vetoed it on June 20, 2012. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2012 the Senate voted 23–0 to override the governor's veto on a roll call, meeting the two thirds threshold. On June 27, 2012 the House voted 312–18 to override the governor's veto on a roll call, meeting the two thirds threshold.
