The Story
It was introduced on January 4, 2012 and referred to the Senate Public and Municipal Affairs committee. The committee held public hearings on January 24, 2012 and February 21, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-0972s). The committee's amendment (0972s) was adopted on a voice vote on March 7, 2012, changing the text of the bill. A floor amendment (2012-1146s), offered by Sen. Prescott, was adopted on a voice vote on March 7, 2012, changing the text of the bill. A floor amendment (2012-1142s), offered by Sen. Merrill, was rejected on a voice vote on March 7, 2012. On March 7, 2012 the Senate voted to pass it with changes on a roll call 17–6. On March 7, 2012 the Senate adopted “Reconsideration of vote on SB 289” on a voice vote, on a motion by Sen. Bradley. On March 7, 2012 the Senate voted to pass it with changes on a roll call 18–5 and ordered it to a third reading. It crossed to the House on March 8, 2012 and was referred to the House Election Law committee. The committee held a public hearing on April 10, 2012. The committee held work sessions on April 17, 2012, April 25, 2012, May 1, 2012, May 2, 2012 and May 7, 2012. The committee held a public hearing on May 8, 2012 on a proposed non-germane amendment (2012-2044h). The committee met in executive session on May 10, 2012 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2169h), and the minority recommended that the House kill it, by a vote of 13–7. The report was placed on the regular calendar. The committee's amendment (2169h) was adopted on a roll call 223–118 on May 15, 2012, changing the text of the bill. On May 15, 2012 the House voted to pass it with changes on a roll call 226–115. On May 23, 2012 the Senate adopted “Non-concur with House Amendment #2169h; Requests C of C” on a voice vote, on a motion by Sen. Barnes. A committee of conference met on May 29, 2012, May 30, 2012 and May 31, 2012 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2466c) on a roll call 255–103. The Senate adopted the conference report (2466c) on a roll call 17–6. An enrolled bill amendment (2500e) was adopted on June 6, 2012. These correct technical errors found after passage. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2012-2500e) was adopted to correct technical errors found after passage. The governor vetoed it on June 21, 2012. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2012 the Senate voted 18–5 to override the governor's veto on a roll call, meeting the two thirds threshold. On June 27, 2012 the House voted 231–112 to override the governor's veto on a roll call, meeting the two thirds threshold.
