The Story
It was introduced on January 4, 2012 and referred to the Senate Judiciary committee. The committee held a public hearing on January 12, 2012. The committee voted unanimously, 5–0, to recommend that the Senate kill it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 7, 2012. On March 7, 2012 the Senate adopted “Special Ordered to 3/21/12, Without Objection”. The committee recommended that the Senate kill it. On March 21, 2012 the Senate adopted “Special Order to 3/28/12, Without Objection”. The committee recommended that the Senate kill it. On March 28, 2012 the Senate rejected a motion to kill it on a voice vote. A floor amendment (2012-1370s), offered by Sen. Stiles, was adopted on a voice vote on March 28, 2012, changing the text of the bill. On March 28, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 29, 2012 and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on April 24, 2012. The committee met in executive session on May 1, 2012 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 1879h), and the report was placed on the consent calendar. The committee's amendment (1879h) was adopted on a voice vote on May 9, 2012, changing the text of the bill. On May 9, 2012 the House voted to pass it with changes on a voice vote. On May 16, 2012 the Senate adopted “Sen. Houde Concurs with House Amendment 1879h” on a voice vote. The bill was enrolled on May 30, 2012 — the final check of the text before it goes to the governor. The governor signed it on June 5, 2012, making it Chapter 133 of the session laws. It took effect on January 1, 2013.
