The Story

It was introduced on January 4, 2012 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on February 21, 2012. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2012-1131s), and the report was placed on the consent calendar. The committee's amendment (1131s) was adopted on a voice vote on March 21, 2012, changing the text of the bill. On March 21, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 21, 2012 and was referred to the House Municipal and County Government committee. The committee held a public hearing on May 1, 2012. The committee met in executive session on May 1, 2012 to vote on its recommendation. The committee voted 16–1 to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 9, 2012. On May 9, 2012 the House rejected a motion to pass it on a roll call 173–173. On May 9, 2012 the House voted to lay it on the table on a voice vote. On May 17, 2012 the House failed “Remove From Table (Rep Belvin)” on a division vote 135–145. The bill died on the table when the session ended on June 27, 2012, having been set aside and never taken back up.
