It was introduced on January 4, 2012 and referred to the Senate Commerce committee. The committee held a public hearing on January 10, 2012. The committee recommended that the Senate pass it. On March 7, 2012 the Senate rejected a motion to pass it on a division vote 11–11. On March 7, 2012 the Senate adopted “Sen. Carson having voted on the prevailing side moved to reconsider SB 221, the bill having previously failed” on a voice vote. On March 7, 2012 the Senate voted to pass it on a division vote 12–11 and ordered it to a third reading. It crossed to the House on March 8, 2012 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 12, 2012. The committee met in executive session on April 24, 2012 to vote on its recommendation.
