The Story
It was introduced on January 4, 2012 and referred to the Senate Commerce committee. The committee held a public hearing on January 10, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-0954s). On March 7, 2012 the Senate failed “Suspend Rule 3-7 to Allow Non-Germane Amendment 0954s, 2/3 necessary” on a voice vote, on a motion by Sen. White. On March 7, 2012 the Senate voted to pass it on a roll call 15–8 and ordered it to a third reading. It crossed to the House on March 8, 2012 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 12, 2012. The committee held work sessions on April 24, 2012, May 1, 2012 and May 8, 2012. The committee met in executive session on May 8, 2012 and May 9, 2012. The majority recommended that the House pass it with changes (amendment 2178h), and the minority recommended that the House pass it with changes (amendment 2118h), by a vote of 14–3. The report was placed on the regular calendar. The committee's amendment (2178h) was adopted on a voice vote on May 15, 2012, changing the text of the bill. On May 15, 2012 the House voted to pass it with changes on a voice vote. On May 23, 2012 the Senate adopted “Non-concur with House Amendment #2178h; Requests C of C” on a voice vote, on a motion by Sen. Prescott. On May 24, 2012 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep Bettencourt)” on a voice vote. A committee of conference met on May 29, 2012 to try to settle the differences between the two chambers' versions of the bill.
