  • Term: 2011-2012
  • House committee: Science, Technology and Energy
  • Senate committee: Energy and Natural Resources
  • Subject: Energy and Utilities
  • Chapter law: 272

The Story

It was introduced on January 4, 2012 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 16, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-1235s). The committee's amendment (1235s) was adopted on a voice vote on March 21, 2012, changing the text of the bill. A floor amendment (2012-1368s), offered by Sen. Bradley, was adopted on a voice vote on March 21, 2012, changing the text of the bill. On March 21, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 21, 2012 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 5, 2012. The committee held work sessions on April 10, 2012, April 24, 2012 and May 3, 2012. The committee met in executive session on May 8, 2012 and May 9, 2012. The committee voted 14–3 to recommend that the House pass it with changes (amendment 2180h), and the report was placed on the regular calendar. The committee's amendment (2180h) was adopted on a division vote 202–76 on May 17, 2012, changing the text of the bill. On May 17, 2012 the House voted to pass it with changes on a roll call 275–6. On May 23, 2012 the Senate adopted “Non-concur with House Amendment #2180h; Requests C of C” on a voice vote, on a motion by Sen. Odell. A committee of conference met on May 25, 2012 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2392c) on a roll call 292–52. The Senate adopted the conference report (2392c) on a roll call 23–0. An enrolled bill amendment (2499e) was adopted on June 6, 2012. These correct technical errors found after passage. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2012-2499e) was adopted to correct technical errors found after passage. The governor signed it on June 19, 2012, making it Chapter 272 of the session laws. It took effect on June 19, 2012.
