It was introduced on January 4, 2012 and referred to the Senate Internal Affairs committee. The committee held a public hearing on January 11, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-0271s). On January 25, 2012 the Senate adopted “Special Order to the end of the Calendar, Without Objection”. On January 25, 2012 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Bradley. On January 25, 2012 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Bradley. On January 25, 2012 the Senate voted to pass it with changes on a roll call 19–4 and ordered it to a third reading. It crossed to the House on February 8, 2012 and was referred to the House Special Committee on Redistricting committee. The committee held a public hearing on February 14, 2012. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–4. The report was placed on the regular calendar. On March 7, 2012 the House voted to pass it on a division vote. The bill was enrolled on March 15, 2012 — the final check of the text before it goes to the governor.
