The Story

It was introduced on January 5, 2011 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 13, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-0092s). The committee's amendment (0092s) was adopted on a voice vote on February 3, 2011, changing the text of the bill. On February 3, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on February 7, 2011 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on February 17, 2011. The committee held work sessions on April 6, 2011, May 10, 2011, May 17, 2011 and May 23, 2011. The committee met in executive session on May 24, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on August 9, 2011 and September 27, 2011. The committee met in executive session on October 25, 2011 to vote on its recommendation. The committee voted 14–1 to recommend that the House pass it with changes (amendment 2590h), and the report was placed on the consent calendar. The committee's amendment (2590h) was adopted on a voice vote on January 4, 2012, changing the text of the bill. On January 4, 2012 the House voted to pass it with changes on a voice vote. On March 21, 2012 the Senate adopted “Non-concur with House Amendment #2590h; NT, Requests C of C” on a voice vote, on a motion by Sen. Odell. On May 15, 2012 the House adopted “House Accedes to Senate Request for Committee of Conference” on a voice vote. A committee of conference met on May 22, 2012 and May 29, 2012 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2396c) on a voice vote. The Senate adopted the conference report (2396c) on a voice vote. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor. The governor signed it on June 18, 2012, making it Chapter 235 of the session laws. It took effect on August 17, 2012.
