The Story
It was introduced on February 3, 2011 and referred to the Senate Commerce committee. The committee held a public hearing on February 25, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-0705s). The committee's amendment (0705s) was adopted on a voice vote on March 16, 2011, changing the text of the bill. On March 16, 2011 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Bradley. On March 16, 2011 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Barnes. On March 16, 2011 the Senate voted to pass it with changes on a roll call 13–11, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 30, 2011 the Senate voted to pass it on a roll call 13–11 and ordered it to a third reading. It crossed to the House on March 31, 2011 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 19, 2011. The committee met in executive session on April 21, 2011 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 16–2. The report was placed on the regular calendar. On May 4, 2011 the House rejected a motion to pass it on a roll call 179–186. On May 4, 2011 the House failed “Lay on the Table (Rep Bettencourt)” on a roll call 160–206. On May 4, 2011 the House rejected a motion to kill it on a roll call 183–184. On May 4, 2011 the House failed “Lay on the Table (Rep Soltani)” on a voice vote. On May 4, 2011 the House adopted “Recommit (Rep Hunt)” on a division vote 225–142. The committee held work sessions on May 10, 2011 and May 17, 2011. The committee met in executive session on May 17, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 11, 2011 and October 20, 2011. The committee met in executive session on October 25, 2011 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 14–2. The report was placed on the regular calendar. On January 4, 2012 the House voted to pass it on a roll call 208–139. The bill was enrolled on January 18, 2012 — the final check of the text before it goes to the governor. The governor vetoed it on January 27, 2012. The legislature can override a veto with a two-thirds vote in both chambers. On March 21, 2012 the Senate voted 11–13 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
