The Story

It was introduced on September 7, 2011 and referred to the Senate Public and Municipal Affairs committee. On September 14, 2011 the House adopted “Rules Suspension to Permit Introduction, Printing, Referral to Committee, Public Hearing and Committee Report (Rep Bettencourt)” on a roll call 260–97. It crossed to the House on September 14, 2011 and was referred to the House Ways and Means committee. The committee held a public hearing on September 20, 2011. The committee held a public hearing on September 20, 2011 on a proposed non-germane amendment (2011-2606h). The committee held a work session on September 27, 2011. The committee met in executive session on September 27, 2011 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 2621h), and the report was placed on the regular calendar. On October 12, 2011 the House failed “Lay on the Table (Rep Soltani)” on a roll call 47–277. The committee's amendment (2621h) was rejected on a roll call 123–205 on October 12, 2011. On October 12, 2011 the House voted to pass it on a roll call 323–4. On January 4, 2012 the Senate adopted “Suspend all Rules necessary to allow the consideration of HB 655 and further allow it to be reported out of policy committee in the 2012 Senate Session by the adopted Senate deadline for HBs. 2/3 necessary” on a roll call 16–6, on a motion by Sen. Bradley. The committee held a public hearing on March 20, 2012. The committee recommended that the Senate kill it. On April 25, 2012 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Boutin. On May 16, 2012 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. White. On May 16, 2012 the Senate rejected a motion to kill it on a voice vote. A floor amendment (2012-2321s), offered by Sen. White, was adopted on a voice vote on May 16, 2012, changing the text of the bill. On May 16, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 17, 2012 the House adopted “House Non-Concurs with Senate AM #2321s(NT) and Requests C of C (Rep E.Hogan)” on a voice vote. On May 23, 2012 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Barnes. A committee of conference met on May 25, 2012 and May 29, 2012 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2470c) on a voice vote. The House adopted the conference report (2470c) on a voice vote. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor. The governor signed it on June 18, 2012, making it Chapter 230 of the session laws.
