The Story

It was introduced on January 6, 2011 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 24, 2011. The committee met in executive session on March 2, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 2, 2011, September 28, 2011, October 4, 2011 and October 26, 2011. The committee met in executive session on October 27, 2011 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it with changes (amendment 2775h), and the report was placed on the consent calendar. The committee's amendment (2775h) was adopted on a voice vote on January 4, 2012, changing the text of the bill. On January 4, 2012 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 15, 2012 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 15, 2012. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2012-1396s), and the report was placed on the consent calendar. The committee's amendment (1396s) was adopted on a voice vote on March 28, 2012, changing the text of the bill. On March 28, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 11, 2012 the House adopted “House Concurs with Senate AM (Rep C.McGuire)” on a voice vote. The bill was enrolled on April 18, 2012 — the final check of the text before it goes to the governor. The governor signed it on April 23, 2012, making it Chapter 11 of the session laws.
