The committee met in executive session on October 25, 2011 to vote on its recommendation. The committee voted 16–3 to recommend that the House pass it with changes (amendment 2738h), and the report was placed on the regular calendar. The committee's amendment (2738h) was rejected on a voice vote on January 5, 2012. A floor amendment (2012-0102h) was adopted on a voice vote on January 5, 2012, changing the text of the bill. On January 5, 2012 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 15, 2012 and was referred to the Senate Finance committee. The committee held a public hearing on April 19, 2012. The committee voted unanimously, 7–0, to recommend that the Senate study it after the session ends, and the report was placed on the consent calendar.
