  • Term: 2011-2012
  • House committee: Special Committee on Redistricting
  • Senate committee: Internal Affairs
  • Subject: Miscellaneous
  • Chapter law: 9

The Story

It was introduced on January 6, 2011 and referred to the House Special Committee on Redistricting committee. The committee held a public hearing on March 4, 2011. The committee retained the bill, holding it for further work rather than reporting it out this year. On October 12, 2011 the House adopted “Suspend House Rules to Allow Reporting Deadline to be Moved to December 23, 2011 (Rep Bettencourt)” on a division vote 267–98. The committee met in executive session on December 20, 2011 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 0056h), and the minority recommended that the House kill it, by a vote of 12–5. The report was placed on the regular calendar. The committee's amendment (0056h) was adopted on a roll call 219–118 on January 18, 2012, changing the text of the bill. On January 18, 2012 the House took up 4 floor amendments. It adopted 2012-0245h (227–107) and 2012-0248h (170–153), and rejected 2012-0252h (70–261) and 2012-0218h (26–302). On January 18, 2012 the House adopted “Reconsideration of FLAM #0248h (Rep Jasper)” on a roll call 209–110. On January 18, 2012 the House took up 4 floor amendments and rejected all of them: 0248h (116–202), 2012-0246h (55–238), 2012-0156h (89–195) and 2012-0243h (85–202). On January 18, 2012 the House voted to pass it with changes on a roll call 205–86. On January 18, 2012 the House adopted “Print Debate in Permanent Journal (Rep Bettencourt)” on a roll call 280–10. On January 18, 2012 the House failed “Reconsideration (Rep Mirski)” on a voice vote. It crossed to the Senate on January 25, 2012 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on February 7, 2012. The committee recommended that the Senate pass it. On March 7, 2012 the Senate voted to pass it on a roll call 15–8 and ordered it to a third reading. The bill was enrolled on March 15, 2012 — the final check of the text before it goes to the governor. The governor vetoed it on March 23, 2012. The legislature can override a veto with a two-thirds vote in both chambers. On March 28, 2012 the House adopted “Print Governor's Veto Message in Permanent Journal and Consider It at the Present Time (Rep Bettencourt)” on a voice vote. On March 28, 2012 the House voted 246–112 to override the governor's veto on a roll call, meeting the two thirds threshold. On March 28, 2012 the House failed “Reconsideration (Rep Bettencourt)” on a division vote 104–254. On March 28, 2012 the House adopted “Print Debate in Permanent Journal (Rep Bettencourt)” on a voice vote. On March 28, 2012 the Senate voted 17–7 to override the governor's veto on a roll call, meeting the two thirds threshold.
