The Story
It was introduced on January 6, 2011 and referred to the House Judiciary committee. The committee held a public hearing on February 8, 2011. The committee met in executive session on March 1, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on August 23, 2011 and August 25, 2011. The committee met in executive session on October 25, 2011 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 4, 2012. On February 1, 2012 the House voted to pass it on a roll call 257–87. On February 1, 2012 the House rejected a motion to lay it on the table on a roll call 92–253. It crossed to the Senate on February 8, 2012 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 29, 2012. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2012-1861s), and the report was placed on the consent calendar. The committee's amendment (1861s) was adopted on a voice vote on May 2, 2012, changing the text of the bill. On May 2, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 30, 2012 the House adopted “House Concurs with Senate AM #1861s (Rep Rowe)” on a voice vote. An enrolled bill amendment (2477e) was adopted on a voice vote on June 6, 2012. These correct technical errors found after passage. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2012-2477e) was adopted to correct technical errors found after passage. The governor signed it on June 18, 2012, making it Chapter 229 of the session laws.
