The Story
It was introduced on January 6, 2011 and referred to the House Judiciary committee. The committee held a public hearing on February 8, 2011. The committee met in executive session on March 1, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on August 23, 2011, August 25, 2011 and September 27, 2011. The committee met in executive session on October 25, 2011 to vote on its recommendation. The committee voted 12–4 to recommend that the House pass it with changes (amendment 2638h), and the report was placed on the regular calendar. On January 11, 2012 the House failed “Laid on the Table (Rep G.Richardson)” on a voice vote. On January 11, 2012 the House adopted “Special Order to Regular Place on Jan 18 Calendar (Rep Rowe)” on a voice vote. The committee's amendment (2638h) was rejected on a voice vote on January 18, 2012. A floor amendment (2012-0254h) was adopted on a roll call 260–98 on January 18, 2012, changing the text of the bill. On January 18, 2012 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 8, 2012 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 29, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-1601s). The committee's amendment (1601s) was adopted on a voice vote on April 18, 2012, changing the text of the bill. A floor amendment (2012-1726s), offered by Sen. Forsythe, was adopted on a voice vote on April 18, 2012, changing the text of the bill. On April 18, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 30, 2012 the House adopted “House Concurs with Senate AM #1601s(NT) and #1726s (Rep Rowe)” on a voice vote. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor. The governor signed it on June 13, 2012, making it Chapter 202 of the session laws.
