The Story
It was introduced on January 6, 2011 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 1, 2011. The committee met in executive session on March 9, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on August 18, 2011, September 1, 2011, September 6, 2011 and September 14, 2011. The committee met in executive session on October 20, 2011 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2577h), and the minority recommended that the House kill it, by a vote of 15–2. The report was placed on the regular calendar. The committee's amendment (2577h) was adopted on a voice vote on January 5, 2012, changing the text of the bill. On January 5, 2012 the House voted to pass it with changes on a roll call 259–48. It crossed to the Senate on February 8, 2012 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 5, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-1549s). The committee's amendment (1549s) was adopted on a voice vote on April 18, 2012, changing the text of the bill. On April 18, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 30, 2012 the House adopted “House Concurs with Senate AM #1549s (Rep Swinford)” on a division vote 277–30. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor. The governor signed it on June 13, 2012, making it Chapter 201 of the session laws.
