The Story
It was introduced on January 6, 2011 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on February 3, 2011. The committee met in executive session on February 8, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on August 9, 2011, September 20, 2011, October 4, 2011 and October 18, 2011. The committee met in executive session on October 25, 2011 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 2811h), and the report was placed on the consent calendar. The committee's amendment (2811h) was adopted on a voice vote on January 4, 2012, changing the text of the bill. On January 4, 2012 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 15, 2012 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 22, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-1746s). The committee's amendment (1746s) was adopted on a voice vote on April 25, 2012, changing the text of the bill. On April 25, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 15, 2012 the House adopted “House Non-Concurs with Senate AM #1746s and Requests C of C (Rep Renzullo)” on a voice vote. On May 23, 2012 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Odell. A committee of conference met on May 29, 2012 and May 30, 2012 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2461c) on a voice vote. The House adopted the conference report (2461c) on a voice vote. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor. The governor signed it on June 18, 2012, making it Chapter 246 of the session laws.
