It was introduced on January 6, 2011 and referred to the House Commerce and Consumer Affairs committee. The committee held public hearings on January 19, 2011 and February 1, 2011. The committee held a work session on February 22, 2011. The committee met in executive session on March 1, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 6, 2011 and September 20, 2011. The committee met in executive session on October 6, 2011 to vote on its recommendation. The committee voted unanimously, 12–0, to recommend that the House pass it with changes (amendment 2613h), and the report was placed on the consent calendar. The committee's amendment (2613h) was adopted on a voice vote on January 4, 2012, changing the text of the bill. On January 4, 2012 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 8, 2012 and was referred to the Senate Commerce committee. The committee held public hearings on March 27, 2012 and April 10, 2012. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. The governor signed it on May 14, 2012, making it Chapter 49 of the session laws.
