HB 1666-FN (2012)

relative to legislative approval of collective bargaining agreements entered into by the state.

  • Status: Vetoed, override failed
  • Term: 2011-2012
  • House committee: Finance
  • Senate committee: Finance
  • Subject: Miscellaneous

The Story

It was introduced on January 4, 2012 and referred to the House Labor, Industrial and Rehabilitative Services committee. The House withdrew that referral and sent the bill to the Finance committee instead. The committee held a public hearing on January 25, 2012. The committee met in executive session on February 7, 2012 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 0662h), and the minority recommended that the House kill it, by a vote of 18–6. The report was placed on the regular calendar. On February 15, 2012 the House failed “Recommit (Rep Baroody)” on a roll call 125–229. The committee's amendment (0662h) was adopted on a voice vote on February 15, 2012, changing the text of the bill. On February 15, 2012 the House voted to pass it with changes on a roll call 232–119. It crossed to the Senate on February 15, 2012 and was referred to the Senate Finance committee. The committee held a public hearing on April 26, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-2225s). The committee's amendment (2225s) was adopted on a voice vote on May 16, 2012, changing the text of the bill. On May 16, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 17, 2012 the House adopted “House Non-Concurs with Senate AM #2225s(NT) and Requests C of C (Rep Hawkins)” on a voice vote. On May 23, 2012 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Morse. A committee of conference met on May 29, 2012 and May 30, 2012 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2468c) on a voice vote. The House adopted the conference report (2468c) on a roll call 203–77. An enrolled bill amendment (2506e) was adopted on June 6, 2012. These correct technical errors found after passage. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2012-2506e) was adopted to correct technical errors found after passage. The governor vetoed it on June 20, 2012. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2012 the House voted 225–124 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
