The Story
It was introduced on January 4, 2012 and referred to the House Ways and Means committee. The committee held a public hearing on January 23, 2012. The committee held work sessions on January 30, 2012, February 2, 2012, February 13, 2012, February 16, 2012 and February 21, 2012. On February 22, 2012 the House adopted “House Rules Suspension to Allow Reporting Deadline Be Moved to March 22, 2012 (Rep Stepanek)” on a voice vote. The committee held work sessions on March 6, 2012 and March 12, 2012. The committee met in executive session on March 20, 2012 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1364h), and the minority recommended that the House kill it, by a vote of 16–5. The report was placed on the regular calendar. The committee's amendment (1364h) was adopted on a voice vote on March 29, 2012, changing the text of the bill. On March 29, 2012 the House voted to pass it with changes on a roll call 173–127. It crossed to the Senate and was referred to the Senate Education committee. The committee held a public hearing on April 17, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-1832s). The committee's amendment (1832s) was adopted on a voice vote on May 2, 2012, changing the text of the bill. On May 2, 2012 the Senate voted to pass it with changes on a roll call 17–7, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2012-2218s). On May 16, 2012 the Senate adopted “Special Ordered to the end of the Calendar, Without Objection”. The committee's amendment (2218s) was adopted on a voice vote on May 16, 2012, changing the text of the bill. A floor amendment (2012-2309s), offered by Sen. Forsythe, was adopted on a voice vote on May 16, 2012, changing the text of the bill. On May 16, 2012 the Senate voted to pass it with changes on a roll call 17–7 and ordered it to a third reading. On May 30, 2012 the House adopted “House Concurs with Senate AM #1832s, #2218s and #2309s (Rep Stepanek)” on a voice vote. An enrolled bill amendment (2476e) was adopted on June 6, 2012. These correct technical errors found after passage. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2012-2476e) was adopted to correct technical errors found after passage. The governor vetoed it on June 21, 2012. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2012 the House voted 226–112 to override the governor's veto on a roll call, meeting the two thirds threshold. On June 27, 2012 the Senate voted 0–23 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
