The Story

It was introduced on January 4, 2012 and referred to the House Education committee. The committee held a public hearing on January 25, 2012. The committee met in executive session on February 2, 2012 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0554h), and the report was placed on the consent calendar. The committee's amendment (0554h) was adopted on a voice vote on February 15, 2012, changing the text of the bill. On February 15, 2012 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 15, 2012 and was referred to the Senate Education committee. The committee held a public hearing on April 17, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-2036s). The committee's amendment (2036s) was adopted on a voice vote on May 16, 2012, changing the text of the bill. On May 16, 2012 the Senate voted to pass it with changes on a roll call 19–5 and ordered it to a third reading. On May 30, 2012 the House adopted “House Concurs with Senate AM #2036s (Rep Balboni)” on a voice vote. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor. It became law without the governor's signature on June 16, 2012, as Chapter 227. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
