The Story
It was introduced on January 4, 2012 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 21, 2012. The committee met in executive session on February 21, 2012 to vote on its recommendation. The committee voted 11–1 to recommend that the House pass it, and the report was placed on the regular calendar. On March 8, 2012 the House adopted “Special Order to Immediately Following HB1492 (Rep C.McGuire)” on a voice vote. A floor amendment (2012-1084h) was adopted on a voice vote on March 15, 2012, changing the text of the bill. On March 15, 2012 the House voted to pass it on a voice vote. It crossed to the Senate on March 28, 2012 and was referred to the Senate Transportation committee. The committee held a public hearing on April 19, 2012. The committee recommended that the Senate pass it. On May 2, 2012 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 15, 2012 — the final check of the text before it goes to the governor. The governor vetoed it on May 23, 2012. The legislature can override a veto with a two-thirds vote in both chambers. On June 27, 2012 the House voted 253–106 to override the governor's veto on a roll call, meeting the two thirds threshold. On June 27, 2012 the Senate voted 0–23 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
