The committee's amendment (0591h) was adopted on a voice vote on March 15, 2011, changing the text of the bill. On March 15, 2011 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 23, 2011 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 14, 2011. The committee recommended that the Senate kill it. On June 1, 2011 the Senate adopted “Special Order to the end of the Calendar, Without Objection”. The committee recommended that the Senate kill it. On June 1, 2011 the Senate rejected a motion to kill it on a division vote 8–12. On June 1, 2011 the Senate voted to send it back to committee on a voice vote, on a motion by Sen. Sharon Carson. The committee recommended that the Senate pass it with changes (amendment 2012-0062s). The committee's amendment (0062s) was adopted on a voice vote on January 18, 2012, changing the text of the bill. On January 18, 2012 the Senate voted to pass it with changes on a roll call 15–9 and ordered it to a third reading. On March 7, 2012 the House adopted “House Non-Concurs with Senate AM and Requests C of C (Rep Rowe)” on a voice vote. On May 2, 2012 the Senate adopted “Sen. A committee of conference met on May 30, 2012 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2434c) on a roll call 14–9. The House adopted the conference report (2434c) on a voice vote. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor.
