- House committee: Criminal Justice and Public Safety
- Senate committee: Finance

The Story
It was introduced on January 6, 2011 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 25, 2011. The committee met in executive session on February 3, 2011 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 15, 2011 and September 29, 2011. The committee met in executive session on October 20, 2011 to vote on its recommendation. The committee voted 16–1 to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 4, 2012. On February 1, 2012 the House voted to pass it on a roll call 254–93. It crossed to the Senate on March 28, 2012 and was referred to the Senate Finance committee. The committee held a public hearing on April 19, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-1760s). The committee's amendment (1760s) was adopted on a voice vote on April 25, 2012, changing the text of the bill. On April 25, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 30, 2012 the House adopted “House Concurs with Senate AM #1760s (Rep Swinford)” on a voice vote. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor. The governor signed it on June 13, 2012, making it Chapter 200 of the session laws.
