The Story
It was introduced on January 4, 2012 and referred to the House Election Law committee. The committee held a public hearing on January 24, 2012. The committee met in executive session on January 31, 2012 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 10–7. The report was placed on the regular calendar. On February 8, 2012 the House rejected a motion to lay it on the table on a roll call 113–233. On February 8, 2012 the House voted to pass it on a roll call 248–101. It crossed to the Senate on February 15, 2012 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 27, 2012. The committee recommended that the Senate kill it. On May 9, 2012 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Barnes. On June 27, 2012 the Senate adopted “that Senate Rule 8-1(h) be suspended in order to allow the Senate to act on HB 1354 after the Senate deadline. 2/3 necessary” on a roll call 16–7, on a motion by Sen. Bradley. On June 27, 2012 the Senate adopted “Remove HB 1354 From Table” on a voice vote, on a motion by Sen. Bradley. On June 27, 2012 the Senate rejected a motion to kill it on a roll call 7–16. A floor amendment (2012-2512s), offered by Sen. Prescott, was adopted on a voice vote on June 27, 2012, changing the text of the bill. On June 27, 2012 the Senate voted to pass it with changes on a roll call 15–8 and ordered it to a third reading. On June 27, 2012 the House adopted “House Concurs with Senate AM #2512s(NT) (Rep Bates)” on a roll call 247–107. The bill was enrolled on June 27, 2012 — the final check of the text before it goes to the governor. It became law without the governor's signature on July 6, 2012, as Chapter 289. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
