The Story
It was introduced on January 4, 2012 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on January 19, 2012. The committee held work sessions on February 2, 2012 and February 16, 2012. The committee met in executive session on February 16, 2012 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 0527h), and the minority recommended that the House kill it, by a vote of 10–6. The report was placed on the regular calendar. The committee's amendment (0527h) was adopted on a roll call 219–94 on March 8, 2012, changing the text of the bill. On March 8, 2012 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 28, 2012 and was referred to the Senate Commerce committee. The committee held public hearings on April 24, 2012 and May 1, 2012. The committee recommended that the Senate study it after the session ends. On May 9, 2012 the Senate failed “Refer to Interim Study” on a voice vote. A floor amendment (2012-2113s), offered by Sen. White, was adopted on a voice vote on May 9, 2012, changing the text of the bill. On May 9, 2012 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Bradley. On May 16, 2012 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Bradley. On May 16, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 30, 2012 the House adopted “House Concurs with Senate AM #2113s (Rep Hunt)” on a voice vote. An enrolled bill amendment (2475e) was adopted on a voice vote on June 6, 2012. These correct technical errors found after passage. The bill was enrolled on June 6, 2012 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2012-2475e) was adopted to correct technical errors found after passage. The governor signed it on June 18, 2012, making it Chapter 231 of the session laws.
