The committee held work sessions on January 26, 2012 and February 2, 2012. The committee met in executive session on February 21, 2012 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0562h), and the report was placed on the consent calendar. The committee's amendment (0562h) was adopted on a voice vote on March 7, 2012, changing the text of the bill. On March 7, 2012 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 7, 2012 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 12, 2012. The committee recommended that the Senate pass it. On April 18, 2012 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 2, 2012 — the final check of the text before it goes to the governor. The governor signed it on May 14, 2012, making it Chapter 55 of the session laws.
