The bill was taken off the consent calendar on January 4, 2012. The committee's amendment (1540h) was adopted on a voice vote on February 1, 2012, changing the text of the bill. On February 1, 2012 the House voted to pass it with changes on a division vote 275–56. On February 1, 2012 the House failed “Print Debate in Permanent Journal (Rep Daniels)” on a voice vote. It crossed to the Senate on February 15, 2012 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 10, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-1721s). On April 25, 2012 the Senate adopted “Special Order to 5/2/12, Without Objection”. The committee recommended that the Senate pass it with changes (amendment 2012-1721s). On May 2, 2012 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Barnes.
