The committee met in executive session on January 31, 2012 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 8, 2012 the House voted to pass it on a voice vote. It crossed to the Senate on February 8, 2012 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 13, 2012. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes (amendment 2012-1939s), and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 9, 2012. The committee's amendment (1939s) was adopted on a voice vote on May 9, 2012, changing the text of the bill. A floor amendment (2012-2099s), offered by Sen. Odell, was adopted on a voice vote on May 9, 2012, changing the text of the bill. On May 9, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 30, 2012 the House adopted “House Non-Concurs with Senate AM #1939s and #2099s (Rep Stepanek)” on a voice vote.
