The Story
It was introduced on January 4, 2012 and referred to the House Public Works and Highways committee. The committee held a public hearing on January 24, 2012. The committee voted unanimously, 15–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 1, 2012 the House voted to pass it on a voice vote. It crossed to the Senate on March 28, 2012 and was referred to the Senate Capital Budget committee. The committee held a public hearing on May 8, 2012. The committee recommended that the Senate pass it with changes (amendment 2012-2150s). On May 16, 2012 the Senate adopted “Without Objection Rule 3-7 is Suspended to Allow Non-Germane Amendment 2150s, 2/3 necessary”. The committee's amendment (2150s) was adopted on a voice vote on May 16, 2012, changing the text of the bill. On May 16, 2012 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 17, 2012 the House adopted “House Non-Concurs with Senate AM #2150s(NT) and Requests C of C (Rep Baroody)” on a voice vote. On May 23, 2012 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on May 29, 2012 and May 31, 2012 to try to settle the differences between the two chambers' versions of the bill.
