The Story

It was introduced on January 19, 2011 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 17, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-1209s). The committee's amendment (1209s) was adopted on a voice vote on March 30, 2011, changing the text of the bill. A floor amendment (2011-1234s), offered by Sen. Sanborn, was adopted on a voice vote on March 30, 2011, changing the text of the bill. On March 30, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 31, 2011 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 19, 2011. The committee met in executive session on April 19, 2011 to vote on its recommendation. The committee voted 12–1 to recommend that the House pass it with changes (amendment 1513h), and the report was placed on the consent calendar. The committee's amendment (1513h) was adopted on a voice vote on April 27, 2011, changing the text of the bill. On April 27, 2011 the House voted to pass it with changes on a voice vote. On May 25, 2011 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On June 1, 2011 the House adopted “House Accedes to Senate Request for C of C (Rep C.McGuire)” on a voice vote. A committee of conference met on June 7, 2011 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2292c) on a voice vote. The Senate adopted the conference report (2292c) on a voice vote. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2011, making it Chapter 250 of the session laws.
