The Story

It was introduced on February 3, 2011 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 17, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-0401s). The committee's amendment (0401s) was adopted on a roll call 19–5 on February 23, 2011, changing the text of the bill. A floor amendment (2011-0475s), offered by Sen. Sharon Carson, was adopted on a voice vote on February 23, 2011, changing the text of the bill. On February 23, 2011 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 16, 2011 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 12, 2011. The committee met in executive session on April 19, 2011 to vote on its recommendation. The committee voted 13–1 to recommend that the House pass it, and the report was placed on the consent calendar. On May 4, 2011 the House voted to pass it on a voice vote. An enrolled bill amendment (1789e) was adopted on May 4, 2011. These correct technical errors found after passage. The bill was enrolled on May 25, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2011-1789e) was adopted to correct technical errors found after passage. It became law without the governor's signature, as Chapter 131. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
