The Story

It was introduced on January 19, 2011 and referred to the Senate Ways and Means committee. The committee held public hearings on February 15, 2011 and February 22, 2011. The committee recommended that the Senate pass it. On March 9, 2011 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 23, 2011 the Senate voted to pass it on a roll call 19–5 and ordered it to a third reading. It crossed to the House on March 31, 2011 and was referred to the House Finance committee. The committee held a public hearing on April 26, 2011. The committee held a work session on April 26, 2011. The committee met in executive session on April 26, 2011 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1519h), and the minority recommended that the House kill it, by a vote of 20–6. The report was placed on the regular calendar. The committee's amendment (1519h) was adopted on a roll call 201–108 on April 27, 2011, changing the text of the bill. On April 27, 2011 the House voted to pass it with changes on a roll call 208–98. On April 27, 2011 the House failed “Reconsideration (Rep Hess)” on a voice vote. On May 25, 2011 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Odell.
