SB 57 (2011)

relative to regulation of title loan lenders.

  • Status: Veto overridden, became law
  • Term: 2011-2012
  • House committee: Commerce and Consumer Affairs
  • Senate committee: Commerce
  • Subject: Banking and Finance
  • Chapter law: 270

The Story

It was introduced on January 19, 2011 and referred to the Senate Commerce committee. The committee held a public hearing on February 1, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-0451s). The committee's amendment (0451s) was adopted on a voice vote on March 9, 2011, changing the text of the bill. On March 9, 2011 the Senate voted to pass it with changes on a roll call 17–6 and ordered it to a third reading. It crossed to the House on March 16, 2011 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 12, 2011. The committee held a work session on April 21, 2011. The committee met in executive session on April 21, 2011 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 16–2. The report was placed on the regular calendar. A floor amendment (2011-1549h) was rejected on a roll call 134–213 on April 27, 2011. On April 27, 2011 the House voted to pass it on a roll call 180–171. On April 27, 2011 the House failed “Reconsideration (Rep Hunt)” on a voice vote. The bill was enrolled on May 4, 2011 — the final check of the text before it goes to the governor. The governor vetoed it on July 6, 2011. The legislature can override a veto with a two-thirds vote in both chambers. On September 7, 2011 the Senate voted 17–7 to override the governor's veto on a roll call, meeting the two thirds threshold. On January 4, 2012 the House voted 248–123 to override the governor's veto on a roll call, meeting the two thirds threshold.
