- Status: Became law unsigned
- Term: 2011-2012
- House committee: Education
- Senate committee: Education
- Subject: Education - General

The Story
It was introduced on January 19, 2011 and referred to the Senate Education committee. The committee held a public hearing on February 1, 2011. The committee recommended that the Senate pass it. On February 16, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 16, 2011 and was referred to the House Education committee. The committee held a public hearing on April 14, 2011. The committee met in executive session on May 3, 2011 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 1500h), and the report was placed on the consent calendar. The committee's amendment (1500h) was adopted on a voice vote on May 18, 2011, changing the text of the bill. On May 18, 2011 the House voted to pass it with changes on a voice vote. On June 1, 2011 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Stiles. On June 8, 2011 the House adopted “House Accedes to Senate Request for C of C (Rep Balboni)” on a voice vote. A committee of conference met on June 13, 2011 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2367c) on a voice vote. The Senate adopted the conference report (2367c) on a voice vote. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 265. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
