It was introduced on January 19, 2011 and referred to the Senate Ways and Means committee. The committee held a public hearing on February 8, 2011. The committee recommended that the Senate pass it. On February 16, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 16, 2011 and was referred to the House Ways and Means committee. The committee held a public hearing on March 22, 2011. The committee met in executive session on April 5, 2011 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it, and the report was placed on the consent calendar. On April 13, 2011 the House voted to pass it on a voice vote. The bill was enrolled on April 20, 2011 — the final check of the text before it goes to the governor. The governor signed it on April 28, 2011, making it Chapter 27 of the session laws.
