The Story

It was introduced on January 19, 2011 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 3, 2011. The committee recommended that the Senate pass it. On February 16, 2011 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 9, 2011 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 16, 2011 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 12, 2011. The committee met in executive session on April 26, 2011 to vote on its recommendation. The committee voted 15–1 to recommend that the House pass it with changes (amendment 1505h), and the report was placed on the consent calendar. The committee's amendment (1505h) was adopted on a voice vote on May 4, 2011, changing the text of the bill. On May 4, 2011 the House voted to pass it with changes on a voice vote. On May 25, 2011 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On June 1, 2011 the House adopted “House Accedes to Senate Request for C of C (Rep C.McGuire)” on a voice vote. A committee of conference met on June 7, 2011 to try to settle the differences between the two chambers' versions of the bill. The House rejected the conference report (2290c) on a voice vote. On June 22, 2011 the House adopted “Suspend House Rules to Allow Formation of New C of C and Further Consideration (Rep C.McGuire)” on a division vote 258–97. On June 22, 2011 the Senate adopted “that the Senate Rules be Suspended to allow after the Deadlines the formation of new committee of conference, sign-off on new committee of conference report, and reporting of new committee of conference on SB 33, 2/3 necessary” on a voice vote, on a motion by Sen. Bradley. On June 22, 2011 the Senate adopted “the Senate discharge the members and Accedes to House Request for New Committee of Conference” on a voice vote, on a motion by Sen. Bradley. On June 22, 2011 the House adopted “Suspend House Rules to Allow Consideration of C of C Report #2011-2520c (Rep C.McGuire)” on a division vote 280–98. The Senate adopted the conference report (2011-2520c) on a voice vote. The bill was enrolled on June 22, 2011 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2011, making it Chapter 242 of the session laws.
