The Story

It was introduced on February 16, 2011 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 25, 2011. The committee recommended that the Senate pass it with changes (amendment 2011-0701s). On March 16, 2011 the Senate adopted “Special Order to the afternoon, Without Objection”. The committee recommended that the Senate pass it with changes. The committee's amendment (0701s) was adopted on a voice vote on March 16, 2011, changing the text of the bill. A floor amendment (2011-0797s), offered by Sen. Sharon Carson, was adopted on a voice vote on March 16, 2011, changing the text of the bill. On March 16, 2011 the Senate rejected a motion to lay it on the table on a roll call 5–19, on a motion by Sen. Larsen. On March 16, 2011 the Senate took up 5 floor amendments. It adopted 2011-0905s (Sen. Houde), and rejected 2011-0895s (Sen. Houde, 5–19), 2011-0910s (Sen. Merrill, 5–19), 2011-0896s (Sen. D'Allesandro, 5–19) and 2011-0916s (Sen. Larsen, 5–19). On March 16, 2011 the Senate voted to pass it with changes on a roll call 19–5, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2011-1221s). The committee's amendment (1221s) was adopted on a voice vote on March 30, 2011, changing the text of the bill. On March 30, 2011 the Senate voted to pass it with changes on a roll call 19–5 and ordered it to a third reading. It crossed to the House on March 31, 2011 and was referred to the House Special Committee on Public Employee Pensions Reform committee. The committee held a public hearing on April 13, 2011. The committee held work sessions on April 18, 2011, April 21, 2011 and April 26, 2011. The committee met in executive session on April 26, 2011 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1576h), and the minority recommended that the House kill it, by a vote of 10–3. The report was placed on the regular calendar. On May 4, 2011 the House adopted “Special Order to Beginning of Reg Cal and if Passed, House Rules be Suspended to Allow Immediate Third Reading (Rep Hawkins)” on a voice vote. The committee's amendment (1576h) was adopted on a voice vote on May 4, 2011, changing the text of the bill. A floor amendment (2011-1710h) was adopted on a voice vote on May 4, 2011, changing the text of the bill. A floor amendment (2011-1674h) was rejected on a roll call 123–232 on May 4, 2011. On May 4, 2011 the House voted to pass it with changes on a roll call 238–121. On May 4, 2011 the House failed “Reconsideration (Rep Bettencourt)” on a division vote 108–254. On May 4, 2011 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On May 4, 2011 the House adopted “House Accedes to Senate Request for C of C (Rep Hawkins)” on a voice vote. A committee of conference met on May 9, 2011, May 12, 2011, May 13, 2011, May 20, 2011, May 23, 2011, May 27, 2011, May 31, 2011 and June 6, 2011 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2289c) on a roll call 250–112. The Senate adopted the conference report (2289c) on a roll call 19–4. An enrolled bill amendment (2011-2316e) was adopted on June 8, 2011. These correct technical errors found after passage. The bill was enrolled on June 8, 2011 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2316e) was adopted to correct technical errors found after passage. The governor vetoed it on June 15, 2011. The legislature can override a veto with a two-thirds vote in both chambers. On September 7, 2011 the Senate voted 19–5 to override the governor's veto on a roll call, meeting the two thirds threshold. On September 14, 2011 the House adopted “Notwithstanding the Governor’s Veto, Shall SB 3 Become Law, Lay On The Table (Rep Bettencourt)” on a roll call 259–104. On January 4, 2012 the House adopted “Remove From Table (Rep Bettencourt)”. On January 4, 2012 the House voted 1–367 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
