It was introduced on January 5, 2011 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 13, 2011. The committee met in executive session on May 10, 2011 to vote on its recommendation. The committee voted unanimously, 13–0, to recommend that the House pass it with changes (amendment 1845h), and the report was placed on the consent calendar. The committee's amendment (1845h) was adopted on a voice vote on May 18, 2011, changing the text of the bill. On May 18, 2011 the House voted to pass it with changes on a voice vote. On June 1, 2011 the Senate adopted “Sen. Odell Concurs with House Amendment #1845h” on a voice vote.
